With regard to my experience with the health sector and decriminalization, I'll go back to when marijuana was introduced for medical purposes. Health Canada had the lead on that, but there was little appetite or ability to conduct enforcement. I see a similar occurrence in this case, where Health Canada rolls out policies but doesn't have the inclination or resources to adequately police it on the back end.
