C-605 Second Session, Forty-first Parliament, 62-63 Elizabeth II, 2013-2014 HOUSE OF COMMONS OF CANADA BILL C-605 An Act to amend the Employment Insurance Act (protecting the Employment Insurance Operating Account) first reading, May 29, 2014 Mr. Chisholm 412095 SUMMARY This enactment amends the Employment Insurance Act to oblige the Minister, if he or she seeks to close the Employment Insurance Operating Account, to first obtain the unanimous consent of the members of the Canada Employment Insurance Commission before he or she introduces a legislative initiative in the form of a bill for this purpose. It also requires that any amount paid out of the Consolidated Revenue Fund and charged to the Account be paid for the specified purposes only and that any amount credited to the Account be used only for the purposes of the Act. The Employment Insurance Act is amended by adding the following after section 70.2: Minister’s obligation 70.3 The Minister shall not cause to be introduced in Parliament a bill that would close the Employment Insurance Operating Account without the prior unanimous consent of the members of the Commission to do so. 2. The Act is amended by adding the following after section 75: Use of amounts credited to the Account 75.1 An amount credited to the Employment Insurance Operating Account may only be used for the purposes of this Act. 3. Section 77 of the Act is amended by adding the following after subsection (1): For greater certainty (1.1) For greater certainty, any amount paid out of the Consolidated Revenue Fund and charged to the Employment Insurance Operating Account shall be paid only for the purposes of paragraphs (1)(a) to (g).
