Available on the House of Commons website at the following address: www.ourcommons.ca 1st Session, 42nd Parliament, 64-65-66 Elizabeth II, 2015-2016-2017 HOUSE OF COMMONS OF CANADA BILL C-380 An Act to promote local foods Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows: Short Title Short title 1 This Act may be cited as the Promotion of Local Foods Act. Interpretation Definition of Minister 2 In this Act, Minister means the Minister of Agriculture and Agri-Food. Pan-Canadian Local Foods Strategy Pan-Canadian strategy 3 (1) The Minister must, in collaboration with the provincial ministers responsible for agriculture and agri-food, develop a pan-Canadian local foods strategy that, among other things, provides for (a) a definition of what constitutes a local food for the purposes of the strategy; (b) the creation of a forum for sharing information on best practices regarding the procurement of local foods and on the results of initiatives implemented by the provinces; (c) measures to raise public awareness of the importance of purchasing local foods; (d) the coordination of efforts made by producers and distributors to promote the purchase of local foods; and (e) recommendations regarding possible amendments to federal laws, policies and programs. Consultation (2) In developing the strategy, the Minister must consult with interested parties, including food producers and distributors, representatives of consumers and of farmers’ markets as well as of community groups that promote healthy living. Report 4 (1) Within 18 months after the day on which this Act comes into force, the Minister must prepare a report setting out the pan-Canadian strategy and cause it to be tabled before each House of Parliament on any of the first 15 days on which that House is sitting after it is completed. Publication (2) The Minister must publish the report on the Department of Agriculture and Agri-Food’s website within 30 days after it has been tabled before both Houses of Parliament. Review and Report Review by Minister 5 (1) Within three years after the report prepared under section 4 has been tabled in both Houses of Parliament, the Minister must, in consultation with the provincial ministers responsible for agriculture and agri-food and the parties referred to in subsection 3(2), undertake a comprehensive review of the implementation and effectiveness of the strategy in each province, and prepare a report setting out his or her findings and recommendations. Tabling of report (2) The Minister must cause the report of the review to be tabled in each House of Parliament on any of the first 15 days on which that House is sitting after it is completed. 1996, c. 16 Department of Public Works and Government Services Act 6 Section 7 of the Department of Public Works and Government Services Act is amended by adding the following after subsection (2): Provision of foods (3) In awarding contracts for the provision of foods, the Minister may, if appropriate, give preference to suppliers offering local foods.
