SUMMARY
This enactment amends the Citizenship Act to require that permanent residents who ordinarily reside in Quebec must have an adequate knowledge of French in order to obtain citizenship.

An Act to amend the Citizenship Act (adequate knowledge of French in Quebec)
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Citizenship Act
1 (1) Paragraphs 5(1)(d) and (e) of the Citizenship Act are replaced by the following:
(d) if less than 65 years of age at the date of his or her application, has an adequate knowledge
(i) of French, if he or she ordinarily resides in Quebec, or
(ii) of one of the official languages of Canada, in all other cases;
(e) if less than 65 years of age at the date of his or her application, demonstrates that he or she has an adequate knowledge of Canada and of the responsibilities and privileges of citizenship
(i) in French, if he or she ordinarily resides in Quebec, or
(ii) in one of the official languages of Canada, in all other cases; and
(2) Subsection 5(2) of the Act is amended by striking out “and” at the end of paragraph (a), by adding “and” at the end of paragraph (b) and by adding the following after paragraph (b):
(c) in the case of a minor who has attained the age of 14 years on or before the day on which the application is made and ordinarily resides in Quebec, he or she has an adequate knowledge of French.
2 Subparagraphs 27(1)(d)(i) and (ii) of the Act are replaced by the following:
(i) has an adequate knowledge
(A) of French, if the person ordinarily resides in Quebec, or
(B) of one of the official languages of Canada, in all other cases, or
(ii) has an adequate knowledge of Canada and of the responsibilities and privileges of citizenship, as demonstrated
(A) in French, if the person ordinarily resides in Quebec,
(B) in one of the official languages of Canada, in all other cases;
