For the purposes of section 2, “potential harm to export markets” exists if the sale of new genetically engineered seed in Canada would likely result in an economic loss to farmers and exporters as a result of the refusal, by one or more countries that import Canadian agricultural products, to allow the admission of any registered Canadian seed, or crops or products derived from that seed.”
